Job Purpose
We are seeking an outstanding, commercially driven Facilities Director to join the Senior Leadership Team (SLT) in Dalkia Scotland.
In this high-profile executive role, you will hold full operational and P&L accountability for a major, long-term Private Finance Initiative (PFI) education and public sector portfolio across Scotland. Concurrently, you will provide strategic corporate steering and growth leadership for three of Dalkia's critical, high-performing specialist business lines: the Legionella Division, the Mobile Technical Services (MTS) Division, and the Energy Management Division.
As a core member of the Scottish SLT, you will collaborate with the Managing Director to drive regional strategy, champion decarbonisation initiatives, and reinforce an uncompromising health and safety culture.
Key Responsibilities
Dalkia Scotland SLT & Regional Strategy
- Board-Level Collaboration: Contribute directly to the overarching business strategy, growth, and governance of Dalkia Scotland.
- Synergy & Integration: Foster operational cross-selling and integration between core PFI assets and our specialist technical divisions to deliver value-added engineering to clients.
- Culture Champion: Act as a visible senior leader promoting Dalkia's core commitments to workplace safety, sustainability, mental health, and frontline talent retention.
PFI Contract, Commercial & Tripartite Governance
- Deduction & PayMech Protection: Take ultimate ownership of complex PFI Payment Mechanisms (PayMech). Ensure rigid tracking frameworks to eliminate Availability and Performance Failures, completely insulating the business from service credits.
- Tripartite Relationship Management: Act as the senior escalation point and trusted interface between the Special Purpose Vehicle (SPV), Funders/Lenders, and Public Sector Client Authority teams.
- Variations & Benchmarking: Drive multi-million-pound contract variations, asset condition benchmarking, and lifecycle market-testing exercises required within long-term concession parameters.
Specialist Divisions Executive Oversight
- Legionella Division Management: Steer the water hygiene division across the region. Ensure flawless statutory execution of ACoP L8 and HSG274 water treatment regulations, managing risk assessments and rapid remedial engineering.
- Mobile Technical Services (MTS): Govern a highly responsive, digitally managed fleet of multi-skilled mobile engineering teams. Optimise scheduling infrastructure, resource utilisation, and first-time-fix KPIs across Scotland's satellite and hub environments.
- Energy Management & Net Zero: Oversee the Energy Management division. Drive utility optimisation, building management system (BMS) logic upgrades, and complex decarbonisation schemes to help clients meet ambitious Scottish Net-Zero milestones.
Asset Lifecycle & Handback Readiness
- Lifecycle Delivery: Lead forward maintenance registers (FMR) and capital asset replacement strategies in partnership with SPV boards.
- PFI Handback Management: Provide technical oversight for contracts progressing toward expiration, ensuring all surveys and facility conditions tightly reflect contractual handback criteria.
Experience, Skills & Qualifications Required
- PFI Executive Track Record: Minimum 5–7+ years operating as a Facilities Director, Account Director, or Regional Director within an outsourced Tier-1 PFI/PPP framework.
- Multi-Divisional Competency: Clear history of managing a diverse mix of fixed-site operations alongside mobile fleets, water hygiene units, and corporate sustainability/energy desks.
- P&L & Commercial Fluency: Full ownership of large-scale budgets (£15M+ combined regional scale) with extensive commercial negotiation experience.
- Education & Credentials: Degree qualified in Facilities Management, Commercial Law, or a core Engineering discipline (Mechanical/Electrical). Chartered or Certified Member of the Institute of Workplace and Facilities Management (IWFM) or RICS.
- Compliance & Safety: NEBOSH Certificate/Diploma, with comprehensive technical literacy in SFG20, ACoP L8, and ISO 50001 energy systems.
